It says that it is required in the docs. Go to the developer's site (link in OP) and there's a link to .NET 3.5 or find it HERE

I haven't downloaded this or tried it yet as SMS messaging is useless to me - see developer's instructions -
- Emercengy cel: in this field you must supply a cellular number to RemoteTracker send SMS if your SIM card was change. Of course you can't supply this field your own number. For example, you can use your wife's cellular number;

I don't have a wife!! ahahaa! but anyway... there's no reference to MSN usage in the documentation as mentioned in the OP overview section. Just SMS and replies from your phone via SMS or Email.
All functions are activated by SMS (remotely) and the answers will be by SMS or e-mail. For example you can use your wife's phone to send SMS to your lost phone and then receive GPS coordinates to find it.

On that note.. anyone happen to see a similar program that will take email/MSN/YIM commands?

Well actually, there IS truth in my little joke. I DON'T have a wife or anyone that I trust/have close by that can SMS my phone and reliably interpret the info sent and relay it to me. I was hoping for a something internet based so I could use my Axim or an internet cafe or whatever to communicate.
