Not everyone is capable to download the net framework because the size. In country like my country downloading is paininthe @$$ or you can call it expensive for some people.

But for ppl that not have the net framework,you better get it. Because it's important (read: very). You can have it from CD or DVD from monthly magazines (They usually give some updates in my country).
