An installer .exe file for your PocketPC / Windows Mobile device
This is a single.exe file, which you run on your PDA, which contains compressed copies of all of your .cab files/other files, plus the code to required to intelligently install them onto a device.
An installer .exe file for your Desktop
This is an .exe that you run on your PC. It also contains compressed copies of all of your .cab files/other files, plus the code to copy them to your device, and start installing them .
Two different methods of installing your PocketPC applications, and it's upto you to decide which version to use. Both of them are standalone, single .exe files. You don't need any other files on your PC or PDA to run them.
For example, you could put the PDA installer .exe on your website. Your users could then download & run this one file to have everything they need to install your .Net CF application, including it's libraries, onto their device.
Or you could email the Desktop installer .exe file to a friend. They would open your email, double-click on the attachment, and the installer which begin deploying the PocketPC installer to their device.
