Change Regional Settings "to English (US)" and works
But on the list of installed programs is empty,no programs!
why?

Use latest SK Tools - 5 years! newer or Dinarsoft MemMaid 2.3.230 , much better!

Some more technical information:

This program made by Kai Bruchman in early 2003-2004 is developed with "old" VirtualBasic. That is why it needs the Microsoft Pocket PC 2003 EVB Runtime (eMbedded Visual Basic Runtime) named msvbppc.armv4.cab.
As Microsoft designed the cab it is not directly instalable in WM6 or WM6.1.
Most PPC ROMs with WM6 or WM6.1 can run applications developed with Visual Basic and needing the above msvbppc.armv4.cab in a "compatible" mode with small bugs, an example is the ZoologyBible 1.0 (viewtopic.php?f=36&t=27047&start=0&st=0&sk=t&sd=a)

You can't install directly msvbppc.armv4.cab in WM6.1, an error will pop-up.
Even if editing the cab with WinCE CAB Manager 3.0.0.22, WM6.1 still shows installation unsuccessfull.
The solution is to do a so-called foreced-install with SKKV Software SKTools 4.4.7.1.
However is better without this old msvbppc.armv4.cab.

Most of Kai's programs are developed with VB and hereby the need for this msvbppc.armv4.cab.
Modern programs, most of them, are developed with C++ and they can not be properly uninstalled with this old program Kai Deinstaller, simply because the program does not identify properly all the installed components or registry keys.
That is why the best uninstaller or cleaner after badly uninstalled programs is the above SKTools or Dinarsoft MemMaid 2.3.230.
