I tried 4 or 5 of that with my HTC Universal /WM5 and VGA). They work properly.

all the themes are not true vga. To verify, I replaced in one of those with a 640 X 588 image and saved it as a theme.tsk which comes correctly in trueVGA screen. Its not a high quality theme that I can share but atleast can say in confidence that none of the themes are true vga enabled.
