UPDATE: it really doesn't matter which map you try to activate, since it is the device(!) that are being registered!
Reading above that a guest wasn't able to make it work on Benelux+ map, made me try that map. It worked without Guam or whatever, so I renamed the TomTom folder in My Documents. Now TT asked for a code. So I reused the code I earlier registered the Scandinavia+ map with, and it worked again!
So to recap: It is the device that are being registered, NOT the map! If 1 map runs with this code, it looks like they all will. So if at first you don't succeed, you must try and try again
