Strangely, Tomtom has not worked in India so far. Even the play store shows "this app is not available in your country" but offline maps of India are available for download. Can anybody throw some light on this issue?

Must be to do with licensing. There are several apps that work in countries where the app cannot be downloaded. The user may travel and hence need maps of the region where it cannot be natively downloaded.

Can this app be used without hooking up to car ?

I have tried many times this app from here and have placed the offline maps in the right folder. But the app has failed to recognize it and had tried to connect to the Tomm tom server and after some time failed to connect. This version also did the same. It did not connect to the server.

The template should not modified. You have a lot of experience already... To mind you:

What's New should describe the changes made for this version of the app. Usually a changelog is provided on Google Play, but if it is not (because it is the first version of the app, or simply because the developers didn't write anything), write: "No changelog" (without the " ").

So you have to re-add the missing part of the template like this:
