You were absolutely right! the problem was with the file name - the C320 is looking for a file called miomap.exe and not IGO8.exe.
Here's what I did to install the latest (8.3.X) IGO8 Hebrew on my C320:
1. Download the latest IGO8 complete release that was published here some pages ago - You don't need the 2577 folder so you can delete it.
2. Rename the "igo8" folder to "miomap"
3. now, inside the folder rename the igo8.exe file to "miomap.exe"
4. edit the second line in the sys.txt file inside the folder to say sdcard/miomap instead of sdcard/IGO8.
5. clear your SD card of any previous miomap/igo folders.
6. copy the new miomap folder into the SD card.
7. Put the sd card in the C320 and choose navigation - All should work!

I have tried this solution on mio C520 and it didn't work.
Can any one have a solution for activating IGO8 from the navigation button on mio C520 ?

Basically the c320 and c520 are not different, as far as I know, in terms of looking for miomap/miomap.exe path.
Avoid downloading IGO version contains the folder 2577. This kind of version is typically made for PDA and you have a PNA.
I recommand you to download IGO8 R3 v8.3.x (Jan7 2009) that was posted in this forum before and do the following:
1. copy this version to an empty SD card (you can also copy the "content" folder that you already have to IGO8 folder just copied to the sd card. Or you can download latest "content" that was posted here before with latest Israel map: 2008.10)
2. change folder name "IGO8" to "miomap"
3. change file name "igo8.exe" to "miomap.exe"
4. no need to change the sys.txt file
5. Important: manually restart your mio device by a LONG press on the power button. After mio startup program is reloaded the Navigation button should be focused and enabled
