you can't convert maps - a map is either for 8.0 or for 8.3. so you can either wait for a thailand one to become available for 8.3, or use the 8.0 one with 8.0. by the way, there's nothing preventing you from keeping both versions on your sd card and using 8.0 for thailand (or any other maps only available for 8.0) and any other 8.3 maps with 8.3...
as for a shortcut, if you mean on the today screen, then you can only get that by using the latest pda version (64029) with the autoinstaller (2577 folder). when you autoinstall it, it will create a link on your today screen. if, however, you just want to have a shortcut in your Programs folder, then you can just "copy" iGO.exe from the sd card, and "paste shortcut" in the Windows/Start Menu/Programs/ folder (you can rename the shortcut to whatever you want). it will then be available with your other programs, including for mapping to a hardware key (if you have one available).
