No, .071017 is for iGO 8 and .071031 are for iGO 2006.

1. the two programs are not compatible with each other, they need separate maps. You can try to use the opposite maps, you'll get an error message.

2. .071017 are the only series for iGO 8 that are working.

3. the .071017 means also the release date .071017 is 2007 / october / 17

4. lastly, the newest maps are available only for iGO 2006 as it's the only program that's officially supported by Nav N GO Hungary.

The USA_California map (2007.10) in the first post is only about 70MB in size. The USA_California 2006.10 map that I have on my C520 is 150MB in size. Why is there such a big difference between the old versus the updated map?

Also, with the California 2007.10 map, I was only able to find 1 "Home Depot" from the POI list near my GPS location, where as I was able to find at least 10 results for "Home Depot" using the 2006.10 map. Where is the POI file stored and how can I get the California 2007.10 map to include the 2006.10 POI data?

That's exactly the differnce between the map: the number of POI. The large maps have 11 million POI for the USA, the small maps have 1M , and there is even a version with 3M. The POI are built in the maps. You can't add them. You need a different set of maps.
See for example here:

what have you use to make the archives, what to use to decompress?

Q: What should I do with files ending on 001, 002,...?

A:
These files are NOT compressed by Winrar. Join them by using HJSplit or 7Zip. After joining the files with HJSplit you might need to add the extension .avi to the file previously obtained.
Note: Files, compressed by Winrar, can end with .001 too, but not very often! With a given crc-File, you can verify the files checksum.
