I've test both versions.
With the first, only coredl2.dll, i have the same problem of "not Windows Ce valid apllication".
With the Mio269 version, when i tap on NDriveCE420.exe nothing appens, does not start anything. I'm increasingly demoralized

I assume that in your TomTom.bif file you've find a line like this:
DeviceName=Gizmondo
That your Com Port is 8, baud rate 4800 and it's a NMEA Gps.
If this is correct try to create a new Ndrive.ini with this information
[settings]
GpsSaveButton = false
ManeuversOn = true
[Gizmondo]
GpsSaveButton = true
ManeuversOn = true
PowerManagerOff = true
ForceGdi = true
Key.Up = 0x26, 0x84
Key.Down = 0x28, 0x84
Key.Left = 0x25, 0x84
Key.Right = 0x27, 0x84
Key.ZoomIn = 0x28, 0x83
Key.ZoomOut = 0x26, 0x83
Key.VolumeUp = 0x75, 0x75
Key.VolumeDown = 0x76, 0x76
GPS.ForceBT = 2
GpsIsBuiltIn = false
GPS.Port = 8
GPS.Baud = 4800
DPI = 128
Soft reset then try it.
If its working should apear a red GPS Anttena in your screen.
Ps: to see if the changes doing something increase DPI for 143 (DPI = 143) and restart Ndrive. Should see a diference in your screen.
If this works the com port will be locked the same but message should change from no GPS to Waiting Valid GPS signal or something like this
