Very simple, it's installed by sygic itself, it is not from me.
How do you think i got that?
Remove sygic from your phone.
Install it again from playstore (i use android, so yes, playstore)
Hook your phone to your pc
open your sygic folder (root:\\android\data\com.sygic.aura\files\\maps\
and open that file...

TADAAAAAA....there it is...

Just viewed it again in my phone (sygic 17.9.0)and the "speedcam" line? it is stacked with countrynames ending with 2020.01

So if you use "AFAIK", does not mean it has to be that way, there's more to explore.

If I download WCL with your downloader, I have this:
wcl.ne1 : size=25230
wcl.ne2 : size=3123
wcl.ne9 : size=1262
wcl.pak : size=6879

but if with the android app, Sygic downloads wcl himself, I have this:
wcl.ne1 : size=7208
wcl.ne2 : size=2350
wcl.ne9 : size=1089
wcl.pak : size=6879

It seems that there is a more recent version of wcl than the downloader (2016.09).
Would it be possible to update your downloader with the latest version of wcl?

Here's a modded version of the console downloader program - I've added the Kosovo map to it as this was missing, and fixed the generated content.info file so that the Kosovo map will show up.
