I use PTGMAP without the gps but because i only find maps of my country/city in garmin format. When i travel to other countries i use TOMTOM because it has better maps. It depends on the format of the map you want to use. Either of those programs work fine as map-only and don't require a gps.

Use MS pocket Streets. :D
install in your storage
download the maps onto your ppc storage card. will work great for you! :D

you can also create maps of your own liking and size.
you just need MS streets and trips 2007 or 2008.
