I want to copy the dll file from windows folder to other.
But it said Access Denied.

How to copy?

use Resco Explorer, or tell me the name of the dll

its a ROM file you'll need some Rom Cooker to Extract it for you

I have Rom Extractor but when i extract,it extract like folder(i.e "shellresapps.dll").

The shellresapp.dll is a system file cooked into the rom. It is a read only file you do not have access to move it.

Besides that, it's showing up as a file folder because the .dll used in the rom was a module .dll file.

Why do you want to move it?
If you are wanting to replace it with another, it is read only you can drop another .dll with same name over it, it will use the new .dll and store the original as .dll.old
