I have only been able to DL 1 program that worked. All the other files r 11.7k & cannot b opened. I get "corrupt archive or unknown data format".

It's hard to guess what's going wrong with the given information. I suppose the file contents are html, either with an error message or with the link.
Try to open the file in notepad, and see if it's text.
